The Application Of Cleaner Production In Environmental Impact Assessment

EIA is the feasibility analysis of environmental impact to construction projects. It is aimed at assessing, forecasting, and estimating the possible environmental impacts and making suggestions to measures and countermeasures of eliminating or mitigating adverse effects through the implementation of construction project. Cleaner production is a whole new strategy that takes pollution prevention as the core, and turns the focus of pollution prevention from end treatment to a full process pollution reduction. EIA and cleaner production both pursue the prevention of environmental pollution, yet cleaner production emphasizes on proceeding with comprehensive pollution prevention and reducing the production of pollutants during the life cycle and the course of service. Adopting the thinking and methods of cleaner production may offset the present deficiencies in EIA, prohibit environmental problems at early stages, and avoid the occurrence of irreversible ecological environmental problems.This thesis focuses on the study of the evaluation system of cleaner production in EIA, and introduces its development, definition, and relationship to EIA. It analyzes the basic assessment requirements, target selection principles, evaluation target types, evaluation ranks, and assessment procedures of cleaner production. Because there is not yet a set of near complete evaluation system existed domestically and abroad that applies to cleaner production, it is not conducive to draw the conclusion on the level of cleaner production in EIA. Based on an abundance of literature review and in-depth analysis of the existing domestic and foreign cleaner production techniques and methods, this paper systematically constructs the assessment and evaluation evaluation system of cleaner production. It also applies this abovementioned system in the evaluation of cleaner production level of actual projects, which fully verifies the system's rationality and effectiveness.Based on the introduction of the basic concept and meaning of cleaner production, this thesis illustrates the research background and significance of cleaner production in EIA. It takes the compilation of the cleaner production chapters of the plating & surface finishing industry, textile dyeing enterprises and printed circuit board manufacturing as examples. It contemplates from science, engineering, operability and other aspects, and evaluation explores the content and system of cleaner production in EIA. On the basis of the above research, this paper provides ideas and inspirations to future in-depth development of cleaner production evaluation work.
