The Evaluation Of The Level And Performance Of Industrial Cleaner Production In Shandong Province

With the increasingly serious environmental problems occurred in recent years,the cleaner production with the main purpose of source exploitation,energy conservation and emission control has become an important measure to solve the environmental problems and promote the coordinated and sustainable development of the economy and environment.In the meanwhile,cleaner production is the requirement of the times.The 19th CPC National Congress proposed that we should expand the cleaner production industry and further promote the development of cleaner production.But how to carry out cleaner production more efficiently and scientifically,and how to fully grasp the level and performance of cleaner production at regional level are necessary for in-depth study.The paper investigates the implementation status of cleaner production in Shandong province.The implementation level of cleaner production audit in Shandong in recent years was systematically analyzed according to the survey results.On the basis of studying the foreign and domestic cleaner production level and performance evaluation index system comprehensively and systematically,we established the industrial cleaner production evaluation index system and retrospective assessment method of performance.Taking industrial industry in Shandong as the case study.the contents and conclusions of this paper are as follows:(1)This paper analyzes the current situation of cleaner production policy implementation,audit promotion,service organization construction and organization management in Shandong province.During the "11th Five-Year",949 enterprises implemented cleaner production audit,a total of 29 thousand audit plans,a total of COD 131.9 thousand ton,SO2 256.8 thousand ton,energy saving 6.6 million tec,electricity saving about 1.1 billion kWh,water saving about 782 8billion ton,producing 13.2 billion yuan direct economic benefits.The implementation level of cleaner production audit in Shandong province is evaluated through index comparison method.The results show that the implementation level of industrial clean production audit of Shandong is superior to the national average.of level,among them,the number of audit enterprises in Shandong is 9.2%of the country,the total investment in cleaner production inShandong is 10.6%of the country,the number of training in Shandong is 12.3%of the country.In the 31 provinces in the country,the ranking of the three is fourth second and second.In addition,the total implementation rate of cleaner production audit in Shandong province is 98.9%.The implementation rate of Shandong is 4.9 percentage points higher than the implementation rate of the national program.(2)The accounting model of energy saving and emission reduction for cleaner production and the accounting model of energy saving and emission reduction contribution for cleaner production are constructed.Its accounting results are as follows:During the "12th Five-Year" period,the contribution of cleaner production to industrial energy saving and water saving was 5.6%and 5.5%respectively.The energy saving amount and water saving amount were about 2.3 million tec and 36.4 million ton respectively.The contribution to the emission reduction of industrial waste water,COD,NH3-N,SO2 and NOx were 8.9%,6.7%,4.6%,7.5%and 21.2%respectively,and the reductions were 34.8million ton,3.0 thousand ton,221.9 ton,56.3 thousand ton and 12.6 thousand ton respectively.(3)Through literature collection,data access and expert consultation,the paper determined the method of index selection.Based on the connotation of industrial cleaner production,evaluation index systems of cleaner production level and performance were established.The evaluation index systems of cleaner production level of index weight is determined by entropy weight method.The evaluation index systems of cleaner production level of performance weight was determined by AHP method.And the standardization method of index data was affirmed.The evaluation method of quantified industrial cleaner production level and performance was determined by multi-objective normalization model.According to the results of evaluation of cleaner production level,we can see that highest level of clean production in Shandong was in 2016,and lowest level was in 2012.In 2016,the level of utilization of energy and resources and the control level of pollutants had been improved in different degrees compared with those in 2011.According to the evaluation results of clean production performance,we can see that pollution emission reduction performance contributes the most to industrial cleaner production performance in Shandong Province,followed by energy conservation,economic performance and resource conservation.The cleaner production performance of 7 industries,included coal mining,agricultural and sideline food processing,food manufacturing,tannery,papermaking,petrochemical,chemical raw materials and chemicals manufactring,electricity,heat and production,are superior to the cleaner production average performance of Shandong industry.A systematic analysis was made for the industries with poor cleaner production such as ferrous metal smelting,calendering processing,textile and non-metallic mineral manufacturing.From the aspects of energy saving,resource saving and pollution reduction,measures to improve Q performance of industry are put forward.(4)According to the status analysis of implementation of industrial cleaner production in Shandong province and the evaluation results of the level and performance,the problems existing in the promotion process of industrial cleaner production were analyzed and identified.And from the four aspects of policy,management,technology and capital,the paper puts forward countermeasures and suggestions for optimizing and promoting industrial cleaner production.
