With the full development of industrialization, the trend of global warming become increasingly apparent warming. melting glaciers, rising sea level, the continued deterioration of the ecological environment, the frequent occurrence of natural disasters, which have led to increasingly fragile ecosystem. Therefore, to save ecology and protect environmental has become a common task for humanity to facing.Increasing the level of urbanization made rapid consumption of coal and oil increase atmospheric carbon dioxide concentration is increasing. Therefore, all countries are embarked on greenhouse gas emissions, low carbon development strategy research and practice work. China is also in a stage of rapid urbanization and reducing CO2 emissions should become the core issues of international climate change.The western city of ecologically fragile areas face some problems like how to overcome the ecological disadvantages and how to use resources effectively. Baoji as the second largest industrial city in Shaanxi province, in recent years have encountered a reduction of arable land, energy shortages, environmental pollution and other issues, how to achieve win-win economic growth and environmental protection, is an industrial city that must be addressed problem.The topics from the industrial city of low-carbon development of the theory and practice, analyzes the basic nature of low-carbon city, under the relevant theory of specific urban low-carbon development path. Taking Baoji city as a case, Analysis the main problems its facing, including the basic conditions and constraints, and summarized the development of low carbon Baoji general idea. The Analysis from social development and economic development two aspects of low-carbon, discusses the process of construction in the city of Baoji industrial, transportation, construction,consumption and other major areas of low-carbon development strategies. Finally, The topics give some guiding comments and suggestions from the perspective of the future development of low-carbon eco-city of Baoji which play a low-carbon development model and reference to the similar cities in western China.
