Study On The Evaluation Of Eco-city Devel Opment Level Of Xian City And The Improvement Of Its Development Path

Since the reform and opening-up policy has been implemented,the rapid urbanization process has brought the rapid development of economy and improved the welfare of citizens as well as some eco-environmental problems.In recent years,the deterioration of the haze and water quality,the pollution of land has hindered the improvement of residents’ living standards.Therefore,the central government has realized the importance of ecological civilization,thus posing a development path of intensive,smart,green and low carbon city.Under this background,as the leading city in northwest China,the experimental city and the core city of the Silk Road Economic Belt,Xian has set the goal of creating Quality Xian,Beautiful Xian.Therefore,to evaluate the current eco-city development level of Xian reasonably and objectively,to explore strength and weakness in its eco-city building process,is quite important to eco-city building of Xian in the future.On the basis of the current study,in combination with the theory of sustainable development,resourcesand environment carrying capacity,systemand circular economy,the paper has parsed the connotation of eco-city.And according the connotation of eco-city,abiding by the principle of indicators of scientific and data availability,we select 25 original index from environmental,economical and social aspect.Then with the data of 30 municipality directly under the central government and provincial capital in 2014,we use factor analysis to extract 11 common factors.Finally,we use entropy weight method to give the weight tocriterion layer and thus establish the evaluation index system of eco-city development level.Then according to this evaluation index system,we rank the eco-city development level of municipality directly under the central government and provincial capital in 2014.The result shows Xian ranks 19,and is below the average level.According the evaluation index system,we use inferior constraints method to explore the strength and weakness of eco-city building process of Xian.We find the advantageous factors are economic structure,medical and education and social security;Weakness factors are environmental governance,air quality,economic power and employment status;Other factors such as resource carrying capability,greening situation,economic efficiency and green transport system are not bottleneck,but compared with cities with high score,are lack of competitiveness.Then analyzing the eco-city development level of Xian and each factor use time series data,we find generally the eco-city development level of Xian shows an increasing trend,but is decline in 2013.Finally,we give some suggestions on the measures the government need to take to improve the eco-city development level based on the former results and the international experience.First,the government should improve the planning level and make it more scientific.Then,some special measures need to be taken within each subsystem of environment,economy and society.The government needs to set emissions standards strictly and promote the recycling use of resources to improve environment.The government also needs to optimize the economic structure,encourage the development of clean energy and environmental protection industry.Last but not the least,social security and the education and moral level of citizens needs to be enhanced and green transport system needs to be built.
