| In the Eighteenth National Congress of the Communist Party of China, the development of ecological civilization was promoted to a high level of "Five-in-One" strategy. As an important measure and approach to the promotion of ecological civilization, nature reserves are playing a more and more significant role now. But in China, complicated management problems, manifested as ill-defined authorities and responsibilities vertically and overlapping of responsibilities horizontally in the management network, always exist in the current administrative system. These problems, which have a strong negative impact on healthy development of nature reserves, have been widely criticized by the public and reforms and improvements are in urgent need in this aspect.In 2014, active explorations on the consummation of the administrative system of nature reserves were carried out by Yunnan provincial government, resulting in the promulgation of Trial Management Procedures for Nature Reserve Administrative Agencies in Yunnan Province, while relative reforms of the administrative system were activated. Through those reforms, certain positive results were achieved while certain problems remained unsolved.Employing relative theories in the fields of new public management and new public service, the author conducted deep analysis, starting with discussions on the value of the existent of nature reserves, on the need of setting up nature reserves in keeping with economical and social development, as well as on the existing defects in the current administrative system of nature reserves. Explained were the interior as well as exterior motivations resulting in the reform of the administrative system of nature reserves. With the help of the Administrative System Reform Model developed by Prof. Xu Gangling from China University of Political Science and Law, the author set up goals for the reform of nature reserve administrative system in four aspects:definition of function, allocation of authority, operation procedures and legal guarantees. Whereafter, detailed analysis were carried out by the author using both the documentary research method and the survey research method on the specific conditions of the reform in the administrative system of nature reserves implemented in Yunnan Province in 2014, while the comparative study method was employed to define the gap between our goals set up for nature reserve reform and the results achieved by the reform implemented in Yunnan Province in the relative field. Furthermore, factors resulting in this gap were also analyzed with measures and advice for improvements carefully proposed, which could serve as an important reference for policy-makers while consummating the reform. This article represents a kind of response and guidance of theoretical investigation to practice and can serve as a basis for decision-making during the process of deepening the reform in the administrative system of nature reserves. |
