Study On Ecological Payment System Of Nature Reserves In China Public Interest Litigation

Payment for ecosystem services is an incentive institutional arrangement aimed at ecological protection and sustainable development,which balances the tense relationship between ecological protectors and ecological consumers by means of financial transfer payments or market transactions.It plays an important role in maintaining social stability,achieving environmental justice,coordinating economic development and ecological protection,and promoting the construction of ecological civilization.At present,the ecological payment system of nature reserves in China is still in the stage of exploration and establishment.There are some problems,such as lack of leadership of the basic system,closed and single payment subject,outdated and rigid payment methods,and unclear payment standards.In order to explore the shortcomings of the ecological payment system of nature reserves and improve the overall system,this paper intends to start from the following parts: on the theoretical basis,through tracing the era context of ecological payment of nature reserves,explore the internal function of ecological payment of nature reserves,identify the profit and loss subject of ecological payment of nature reserves,so as to build the foundation of ecological payment system of nature reserves in theory.At the level of system review,the existing ecological payment system of fragmented nature reserves in China is analyzed by using empirical research method and comparative analysis method on the basis of system theory.It is found that the ecological payment system of nature reserves in China lacks the leadership of the basic system,the payment subject is closed and single,the payment method is outdated and rigid,and the payment standard is not clear,which hinders the further development of the system.Finally,at the level of path improvement,through the reference of foreign systems and the analysis of domestic system practice,it is concluded that China’s ecological payment system for nature reserves should be improved by accelerating the promulgation of the Ecological Payment Ordinance,expanding the scope of payment subjects and payment subjects,reshaping ecological payment methods and establishing scientific and reasonable ecological payment standards,so as to help promote China’s ecological civilization construction and realize the harmonious coexistence of man and nature.
