In the trend of attaching importance to the sustainable developmentt and resource reusing, how to sort and recycle city life garbage has become such an integral part of encouraging future and ecological management. Our country has faced a series of problems in managing city life garbage, such as increasing growth speed, low utilization rate of recycling and lacking of managing methords. In order to effectively solve these problems, we need to study the behavior of our government, and better play the role of the government as "leader" and "regulator". This article focus on our goverment’sbehaviours, using literature research, comparative research, case analysis and other research methods, to analyse the behavious of our government in law construction, capital utilization, the role positioning and market introduction and explore if there are problems when the goverment deal with city life garbage recycling work. With the analysis and summary of successful experience in foreign governments, this article put forward some suggestions suitable for chinese social.With analysing the behaviours of our government, we find that there are lots of problems when the government managing city life garbage, for instance, lacking of legal regulations and publicity and education, inaccurate orientation, inadequate funding and short of effective market mechanism. And these problems are mainly due to the lack of effective management mechanism and incentive mechanism, low degree of industrialization operation, single providers in city garbage management. According to the theory of circular economy and sustainable development, urban living garbage is also a kind of "not use" resources and it has great economic value. Therefore, processing city living garbage effectively, to a certain extent, can alleviate resource scarcity and environmental damage conditions caused by rapid economic growth and finaly achieve the goal of coordinating economic development and environmental protection.
