Research On The Legal System Of Classified Management Of Classification Management Of City Living Garbage

Learning from the experience of managing the living garbage in developed country such as Germany,Japan and Britain,we can conclude that the classification management of living garbage is the necessary way to solve the living trash pollution problem.In order to achieve the goal of classification management of city living garbage,we not only need the government control,citizen’s participation and technique support,but we need the corresponding law system to support.Trough collecting papers and materials related to city living garbage classification,we found that the existing law system and in our country is relatively incomplete,what’s more,there are few professional researches about living trash classification in the academic field.Therefore,this paper aims at researching the law system of living garbage classification by analyzing the definition and range of city living garbage,combining the background of sustainable development plan and ecological construction policy.Additionally this paper also aims to analyze the necessity of conducting living garbage classification via researching the historical practice and significance of this measure.Another point of this paper is to find out the shortages of our existing law system,definite the defectiveness of current law systems,low status of legal document and special laws vacancy problems by comparing with some developed countries on the law system of city living garbage classification management.Based on these problems,this paper clarifies and answers the question “How to achieve the goal of perfecting the law systems quickly in city living garbage classification management” in six aspects,they are definiting the legislation idea of city living garbage classification,constructing complete legislation system,create ideas on legislation,making sure every parties know their responsibilities,building supervision department and legal education construction respectively.In this paper,the author applied circular economy theory and sustainable development idea,through clearing up materials and researches,she utilized relative analyzing method,and empirical analysis strategy.The paper claims that there are lots of problems existing no matter analyzing from the legislation level or law implement.To solve these problems,the government has to revise and perfect the country and local legislations,gradually build up other corresponding institutions and systems,finally to make laws become the powerful guarantee of the success in city living garbage classification management,achieve the garbage innocent treatment,and make sure our country develops scientifically,sustainably and environmentally.
