| With the rapid economic and social development, the environmental pollution caused by sulfur dioxide is getting worse, which has been harming the people in the world. It is a must to control sulfur dioxide without delay. The rapid development of Chinese's power industry, especially with the large number of big coal-burning power plant construction makes the power industry face a very serious situation of environmental protection. According to the statistics, China's air pollution is mainly from coal-burning pollution; the main pollutants are sulfur dioxide and dust. At present due to the installation of the electric duster, dust has been well controlled. Therefore the main source of environmental pollution is sulfur dioxide. Through the pre-project evaluation of management theory, this issue analyses the necessity and feasibility of the construction of a desulfurization project at the Handan Thermal Power Plant, and chooses a suitable desulfurization project proposal, according to the Plant's characteristics. First the article briefly introduces the basic trend of China's environmental protection, as well as domestic and foreign pre-project evaluation of management and its theory. Then it analyses the need for a desulphurization project construction at the Handan Thermal Power Plant on the basis of its own conditions such as project site, traffic, coal & water, equipment and geological conditions. In the comparison of various desulfurization plans, a desulfurization program using for 200MW units is chosen for the Handan Power Plant with discussion of the wet desulfurization technology program economy, social benefits and other aspects. Meanwhile with the desulfurization project evaluation of Handan, suggestions are made on optimizing capacity design and cost control. |
