The energy-saving technologies have been one of the significant tools of the sustainable urban development and city construction during these years in European Union (EU) countries. However, it has't been studied theoretically and systematically for the classification of these technologies. The purpose this research is to establish a classification framework for the urban energy- saving technologies fully developed and implemented in EU countries, which is based on the research of classification method and criteria of urban energy saving technologies and the case studies of implementation practices and research outcomes on urban energy-saving technologies in EU countries.The whole research is composed of three stages. In the first stage, the clear definition and basic objectives are given to the urban energy-saving technology, and also the classification metod and criteria are established for the theoretical research of energy-saving technology; in second stage, the method of case study is established, and also relevant material about energy-saving technoloy as well as technology implementation cases is collected, then the technologies is regrouped and reclassified based on theoretical classification method; in the third stage, by compareing and rechecking the theoretical classification framework of energy-saving technologies with the one established by the case study, the classification framework of urban energy-saving technologies in EU countries is finally determined. In the end, some conclusion is given based on the analysis of the classification framework and content of the energy-saving technologies.
