As China’s medical and health system reform, public hospitals faced withinternal and external environment is undergoing tremendous changes. In the face ofan increasingly complex and competitive health care market environment, the mainbackbone of the public hospitals and health services as provided by the requirementshave to survive and develop, we must change the original management and thinking,with innovative ideas and approach to business and management of the hospital tomeet the party and the state health institutions development orientation and directionof reform.use of strategic management theory, the theory of management by objectives,performance management theory to Y hospital for the study, through literatureresearch, qualitative analysis and expert consultation other hospital, department andemployee screening to determine key performance indicators, using expertconsultation and AHP based on the Balanced Scorecard hospitals, departments andstaff KPI weighting coefficient setting, expert evaluation index for consistencytest.From the dimension indices hospital, department and employee survey results andkey performance indicators, the consistency of higher dimension by performing indexKendall test score results meaningful. Kendall test by key performance indicators,harmony coefficient increased, indicating that the key performance indicators for thedimensions and weights subdivision index measuring and evaluating the efficiencywith lifting effect. Tip In the current stage of development, Y hospital from thehospital, department to staff levels should focus on medical quality and internaloperating simultaneously, with special emphasis on the role of learning and growthdimension of the foundation, based on discipline, strengthen academic learning andresearch innovation, build powerful driving force to promote the other threedimensions. Hospital-based index system at all levels needs to be conducted toestablish the BSC verified by practice, track the performance of the study, and inaccordance with changes in the environment and conditions constantly adjust andimprove.Based on the Balanced Scorecard Y hospital-based key performance indicators designed for the development of the hospital’s attempt to inject a "balanced" view.This investigate Y hospital performance management model and methodology basedon deepening the reform of large comprehensive hospital and hospital management toenhance the effectiveness of a certain practical significance.
