Comparative Research On Synthesized Medical Strength

Synthesized Medical Strength (SMS), as the synthesization of health resources and the capacity of health service, usually means the summation of the strength and influence in the aspects of economy, science and technology, military and resouorses of a country.lt is one of the mainstream of the Overall National Strength or Comprehensive National CapacityChina is a developing country, but the increasing speed of the synthesized medical strength is quite amazing. Reports shows in 1980, the national synthesized strength is 4.736% of the the world's, after the synthesized strength of Soviet Union and japan. In 1998, it is 7.782% of the the world's, ranks the second of the world.The GDP is also keep increasing . Accordig to the datas of the National Statistic Bureau,counted by fixed price, the GDP increased 7.9 times from 1978 to 2001.Counted by international U.S.Dollar,China is 11.16% of the world.With the developing of national synthesized strength and the establishing and developing of socialistic market economy system and the deepening of health system reform, especially the conducting of Western Exploitation strategy and the unprecedented development of health project in western cities and provinces, the national Synthesized Medical Strength is reinforced gradually.It is urgent for us to explore the nature of Synthesized Medical Strength so as to perfect regional health project, optimize health resources deployment, constitute regional health development layout scientifically, reform health system to meet the need of human being for health service. To get the knowledge of the status of Synthesized Medical Strength of Chongqing, the youngest municipality under central government, is of great realistic significance to it's health reform. So Comparative Research on Synthesized Medical Strength (CRSMS) is not only an important research tasks in the field of health management research but also an practical measures to solve the problems emerged in the development of western health reform.In this thesis, the health resources and health service capacity of western provinces and 4 municipalities under the central government are investigated. By systematic analysis, the evaluation index system melting dynamic health service capacity with static health resourcesand health project development with social economic development were brought forward and the evaluation model of Synthesized Medical Strength were established based on scientific definitions of Synthesized Medical Strength.The Evaluation Model of Synthesized Medical Strength is used in the demonstration study of Synthesized Medical Strength on 4 municipalities under the Central Government and 12 western provinces to compare the relative function, dimension, structure, level and rank of Synthesized Medical Strength. The result is satisfying.
