Objective and significance: to establish a scientific, objective and feasibleevaluation index system for checking academic leaders in medicinal colleges. Theevaluation of the medicinal foregoers in their specialties is important contents in themanagement of medicinal higher education institution. It is also the prerequisite tofind out, select and make reasonable usage of higher level talents. The linchpin ofevaluating the medicinal foregoers in their specialties is to work out a scientificevaluation method whose key point is to set up a scientific and reasonable evaluationtarget system according to the characteristics of the foregoers' specialties. Up to theminute, there have not processed a set of entire and scientific target system toevaluate the medicinal foregoers in their specialties for selecting, assessing andcultivating in medicinal university in China. By the study, we create a evaluationtarget system of the medicinal foregoers which aim at deficiency of subject creating.Method: First of all, according studying the reference and analyze the foregoers'sense of responsibility, capability and achievements in-their working posts. Theresearch was completed with the help of Delphi method which has been done twotimes, receiving three-round valid forms: 89.5%, 91.2% respectively, 34 advisoryspecialists were invited among whom 6 are in management and education theory, 8in personnel management in higher education institutions, 20 foregoers in theirspecialties above provincial level. The two-round advisory results were all more than30 specialists so as to guarantee the entirety and reliability of the research.Conclusion: After three-rounds of consultation by Delphi method, the evaluation target system of medicinal foregoers in their specialties in higher educationinstitutions has been set up, which is composed of 3 items of first-class targetincluding basic diathesis, leading ability and academic level and 9 items ofsecond-round target including political behavior, knowledge diathesis, socialevaluation, ability to management, teaching ability, the training of talents, studyability and discipline development, and 25 items of third-round target.After two-rounds of consultation, the variation coefficients are 0.5 exceptone-rounds. It shows that result of the established target system is both reliable andcredible.Innovation and features1. Attacing importance to the guidance of evaluationThis system covers not only the summarization and evaluation of supervisor'spast work, but their future development.2. Objective, scientific and reliableThe present study used a quantitative method to balance the errors induced bypeople's subjective experience during the qualitative tests. We employed the layeranalysis to qualify the first-class indexes and used variance and tuning coefficient toweight the second and third-class indexes. In the content of indexes, we tried aspossible as we can to avoid some qualitative words such as good or better. We bavecontrolled the subjective effect to a relatively small limit and made the evaluationmore objective and scientific.3. Establish a internet-based evaluation systemIn the present study, we established a intemet-based system to evaluate thesystemic quality of medicinal foregoers. This system simplifies the procedure ofevaluation and increase the versatility, which will help to evaluate medicinalforegoers, supervisor smoothly and facilitate its generalization and utilization.
