With the global prevalence of the AIDS epidemic, the human society is facing a great challenge. AIDS epidemic has a deleterious impact on multiple aspects of society development including, but not limited to, pubic health, economy, community stability as well as national safety. Therefore, the question of how to approach the problem of the AIDS epidemic; whether to treat it as a kind of disease, a public health problem, a social issue, or even a great event of society development is a very important and realistic concern. The establishment of a scientifically integrative AIDS prevention or treatment program can not only impede the spread, improve prevention and treatment of AIDS, but also have far-reaching ramifications on a national scale by improving people's life quality, accelerating economic development, promoting national security, and in the construction of a harmonious society. This study explores how to establish and improve the integrative AIDS prevention and treatment program in Changsha.Integrating the theories of public administration, public economics, public ethic, systemic science and public crisis, we carefully studied the current situation of integrative AIDS prevention and treatment programs. We also investigated current government policies and regulations, community environment, and intervention approach, to analyze the measure being taken to control the spread of AIDS. Through these studies, we were able to pin point the existing problem and come to realize the great challenge we are facing now. Through our in depth analysis of policies that are currently employed, we were able to bring forward concrete scientifically based novel approaches on ways to improve the integrative AIDS prevention and treatment program in Changsha.
