| The rural cooperative medical system of China has played a decisive role to guarantee the vast farmers'health. But with the weakness of collective economy and the establishment of the market economy, traditional rural cooperative medical system quickly faded. Most of the farmers lost the basic medical security and had to afford the medical expense by themselves, the problem of poverty caused by illness or getting poor again because of illness was very serious, which was badly impaired the countryside's human capital. Although the Party and the government are doing their utmost to increase the farmers'revenue, the farmers'are in difficulty in seeing the doctor , which has affected their normal life and work in some extent, which in turn lessens their revenue. The underdeveloped medical service system in the rural areas has been attributed to impede the economic advancement and prevent their standard of living from increasing. Therefore, in 2002, the Central Committee of the Party and the State Council made a significant decision to establish a new-style cooperative medical service system nationwide.On the basis of the farmers'voluntary participation, this newly patterned cooperative medical service system was organized, which supported and guided by the government. The newly patterned medical service was initiated in 2003, which aimed at rebuilding a newly patterned medical service system among the country in 2010, which was financed by three sources: the individual, the employer together with the government. Currently, the system is undergoing the experimental stage and its validity was being examined.This paper is composed of three parts:The first part elaborates the concept of the new style cooperative medical system and the features the importance the significance of the new medical system.The second part introduces the current situation and the development of the new medical system. Besides, it analysis the problems and the reasons what are likely to influence the outcome of the new style cooperative medical system implementation.Based on the discussions in previous parts, the third part puts forward the suggestions that are expected to perfect the rural cooperative medical system. |
