Improve The New Rural Cooperative Medical Care System

There is more than 800 million farmers in our country with 1.4 billion population, agriculture relative to industry and the tertiary industry belongs to a weak industry. In rural areas compared to cities, faced with sluggish economy, the dilemma of unequal distribution of public resources. Farmers in relation to the public, in employment, social security, social insurance, education, medical and cultural life, etc. belonging to vulnerable groups. Therefore, building a new countryside is a very difficult task. Among them, develop and improve the rural medical security system is one of the most important measures.Traditional rural cooperative medical system, although in certain achievements have been made, but because of its not keep up with development of the times and were eventually eliminated. In order to solve the rural medical security issues, our country began the rebuilding of the rural cooperative medical service in 2003, it concerned health and interests of several hundred million peasants in China directly, it is an important component of the Chinese new social security system under construction, building a great project of the harmonious society especially.This paper mainly improve the new-type rural cooperative medical care system, because of the traditional rural cooperative medical service no longer meet the farmers in China's rural medical security,The new-type rural cooperative medical care while in the pilot process has achieved some results, but still has many problems, I shallowly analysed some questions which existed in its concrete implementation process and proposed the related policy suggestion to its further development, hoping that it can benefit the steady and sustainable development of this system.In this paper, the writing process is divided into six parts, the first part is an introduction part of the article, introducing the research background, research value and research methods; the second part introducing the theoretical foundation, the third part introducing the history of China's rural health care system changes; the fourth part is introducing Chinese current new-type rural cooperative medical care system and the problems in the process of elaboration; the fifth part through introducing the implementation of rural health approach abroad, summed up the success of rural health care experience abroad; sixth part is the focus part of the article, through the article in the previous section describes, in the last chapter the author proposing the perfect way to new rural cooperative medical care system in design and the implementation process.
