Studies Of The New Type Of Rural Cooperative Medical System To Be Fiscal Binding In China

Through the application of theoretic analyses to the real situation, the paper defines the roles of public finance in rural cooperative medical system, under the public finance frame. And then analyzes the current situation of the new type of rural cooperative medical system, finds out the problems happening during its operations in the fiscal binding condition, and tries to put forward some politics and suggestions on this basis.The paper consists of five parts:The first part: historical evolution. It mainly elaborates the historical development of China rural cooperative medical system since 1950s, pointing out that rural cooperative medical funds is the most crucial among all the factors affecting and binding the development of rural cooperative medical system. As well, the adaptation of the same system will change during different period of times. Therefore, with the reform of Chinese economical and political system, the old rural cooperative medical system has not followed the need of the new times yet, the new type of rural cooperative medical system emerged in response to this situation, which includes more advanced contents obviously, and defines the fiscal responsibilities of governments at various levels clearly.The second part: theoretical analyses. This part mainly adopts the public finance and public goods theory.
