Objective: In order to prevent occupational disease positively and reduce the influence of occupational disease on the economical and social development in SIP, we have built the new mode of construction program occupational health inspection and administration to do our best on the protophase prevention, and to insure the occupational health protection institution available, and to control the occupational hazard in workplace effectively, and to improve the SIP occupational health level.Method: To investigate the status SIP occupational disease prevention by cross-sectional epidemiology and to build the occupational health administration invention mode before the construction established under the study of current law, code and regulation on the construction program according to the existed problem. By application of the mode, we have analysesed the project name,construction unit,basic situation,producing craft,raw material,accessories,product,intermediate product and by-product,occupational disease hazard factor and its preventive measure and other correlated material, then we have a inspection conclusion. The inspection conclusion includes qualitative conclusion and grade conclusion. We informed clearly the enterprise (Construction Unit) and project reception department (SIP service center) the all correlated information of the project occupational health inspection, and what they should do.Result:1. Comparison of the SIP occupational disease prevention case before and after the mode practiced. The inspection ratio of the construction project occupational health before intervention was 0.37%, but 9.68% after intervention. The examination ratio of the workplace occupational health before intervention was 2.16%, but 76.09% after interventions. The test qualification ratio before intervention was 85.77%, but 94.29% after interventions. The examination ratio of Occupational health surveillance in enterprises was 4.49%, but 62.47% after intervention, the examination qualification ratio was 64.05%, but 93.02% after intervention. Statistical analysis showed that the differences of the SIP construction project occupational health inspection ratio,workplace occupational health examination ratio,detection qualified ratio,occupational health surveillance examination ratio of enterprise and health examination qualified ratio between before and after the mode practiced were statistical significance and all index value were raising obviously after the mode was practiced put into.2. The mode showed its practical significance by analyzing the typical example. We can know the concrete case that construction unit did not know the regulation occupational disease prevention and could not identify the existed occupational disease hazard factors, but when the occupational health administration intervention was practiced before the construction project was established, the construction unit understood the occupational disease hazard correlated case, and project reception and approval department informed the reception and approval process, then construction project occupational health was carried out effectively.Conclusion1. SIP occupational health level raised significantly because the foundation of occupational health administration intervention mode before construction program established and the effective preferment. Moreover, the occupational health administration intervention mode before construction program established was practical.2. Construction project occupation health inspection will be improved fundamentally if the health administrative department shortened its inspection periodicity and the inspection norms were regulated according to the current evaluation technique organization`s ability for all evaluation task.
