| Performance evaluation is an important content of the management, whose core purpose is to improve the performance of organizations or teams by improving staff performance level. It is the process of arriving commitment on how to reach the target among the medical and public health agencies and departments, managers and staff, and is also the process of continuous communication between the managers and employees. It is an important step of the medical and public health agencies to achieve their strategic target, and is also an important part to build the core competence for them. Therefore, establishing a set of scientific and practical staff performance appraisal system is of great significance for the development of hospital.The article uses the method by combination of qualitative and quantitative study. Based on much relevant literature review, internal interview and questionnaires, First the auther established a staff performance evaluation index system of community health service center (the Center) and distributed the weighted coefficient by Delphi method and analytic hierarchy process(AHP). Then, the auther took the correlation analysis of the weight coefficients of the three dimensions in the index system. In the end, the auther conducted empirical research on the index system, namely demonstrated the rationality of this assessment system by the assessment results data. And gave some advice on performance management to related assessment unit according to the appraisal condition.The article expands according to this logic, and is divided into six parts. Through the content discussed and elaborated of six chapters, the article mainly has the following 3 study points and draw the corresponding conclusion:(1) Construct a more scientific and reasonable performance index system and weight.The auther constructed a set of staff assessment index system, as the theoretical basis and quantitative tools to examine the staff performances.(2) Analyzed the relationship between the different dimensions of the evaluation index system.By analyzing the correlation of the weight coefficients of the three dimensions based on the Balanced Scorecard by using SPSS data analysis software, the auther found that there has high correlation between the patients dimension and the internal process dimension, and low correlation between the internal process dimension and the learning and development dimension. While the patients dimension and the learning and development dimension do not exist correlation.(3) Not only the reasonability of indicator system is proved, but also the suggestions of performance are proposed as well.The author has verified the reasonability of the index system by comparative analysis with the previous historic situation. Furthermore, based on the comparison of the both centres which have the better performance and worse ones, a common issue is developed which demonstrate that both centres have not pay much attention on the quality of the medical care service and continuation education. Moreover, the vulnerableness of each centre is proclaimed as well as the corresponding proposals and recommendations are advocated. |
