An Empirical Research On Perfecting Medical Assistance System

Since the year 2003,the State Council has attached great importance to the poor people's problems about production and life,increased investment and established a sound social security system to promote the harmonious development of urban and rural areas,thus improving the building harmonious society. The"medical assistance"is a reform which is aimed at providing necessary medical aid service for the people of the underdeveloped areas. Through the comparison of the achievements of the medical assistance system building between the developed and developing countries,according to the state of medical assistance in different areas of China and based on the author's own working experiences and detailed data,this paper implemented a detailed research about how to set up a sound medical assistance system in the underdeveloped areas.Xianfeng County,with an area of 2250 square meters,is Located in the Southwest border. Exactly speaking,it is located at the junction of Hubei,Hunan,Chongqing and Guizhou. At present,Xianfeng County has a total population of 36.95 million,of which 34 .06 million people are farmers and 11083 people live on financial support. Now Xianfeng County is one of the counties in which new round national poverty alleviation is being carried out. Due to poor natural environment and economic conditions,Xianfeng County is a high endemic area of cancer,fluorosis disease,stones,etc. For a long time,due to many factors,medical foundation is weak and many people become poor just because of hospitalization. In recent years,Xianfeng County government has put great importance on the medical assistance of poor people in urban and rural areas and considerable progress has been made. In 2005,Xianfeng County of Enshi State took the lead to take various effective measures to offer medical assistance to disadvantaged groups. The whole measures can be summarized as"Xianfeng Mode". Through detailed empirical analysis of medical assistance system of the"Xianfeng Mode",the author summarizes some effective experience and advocates the typical"Xianfeng Mode"to carry out a further exploration on how to perfect the medical assistance system of urban and rural areas.Through detailed analysis and research,the author put forward some suggestions about how to perfect the medical assistance system reform of China such as innovating management,accelerating legislative work of medical assistance service,ensuring medical assistance service quality,establishing cost controlling system,etc.
