| With the transition of the market economy system, China is in the course of the important social transformation. At present stage, the gap between the poor and the rich are widened, social differentiation is underway. On the other hand, as social structure reform is deepened, all the social systems are to be improved, such as medical security structure, social security system, and so on. Under these circumstances, the medical service for urban vulnerable groups has increasingly become a key problem, which has been studied and investigated actively in many cities, but without a comparatively mature system established.This paper provides an analysis of causcs of vulnerable groups in terms of medical service, brings up concepts of absolute vulnerable groups and relative vulnerable groups. By analyzing their difficulties in medical service, the author stresses the necessity of establishing a medical security system aiming at vulnerable groups.By comparison of medical aid experience in some foreign countries, the author summarizes present medical aid experience in urban China, set principles of medical relief: the principle of equality, government-dominant principle, the principle of medical aid at proper level, the principle of helping the badly needed and those in emergency, and the principle of availability and mutual help. Based on these principles, the author approaches the thinking of medical relief and makes an arrangement for a complete system including targets, methods, standard, funds of medical relief and other relevant measures. |
