Objective: To find out the human resource allocation of the community health centers in Chongqing central urban zone, explore how community health centers to perfect their human resources to adapt to what the health service development needs under the new situation of the new medical system reform,and supply criterion for optimizing the human resource allocation of the community health centers.Methods:1 Literature review:Reviewing of literature materials was done to know the human resource allocation of the community health centers.2 Qualitative investigation: Semi-structured interviews were undergone for leaders of 4 community health centers of the central urban zones.3 Quantitative investigation: 12 community health centers of the central urban zones were randomly chosen to investigate them with self-desing questionnaires. The main contents were: staff member, age, education degree, profession, titles, and training. The leader of community health service centers fill the questionnaires on site and all questionnaires were received back.4 Data analysis: The software of Epidata3.02 was adopted to establish a database, and the software of SPSS17.0 was adopted for data analysis. Charts were done with EXCEL.Results : 1) Profession structure : There was a higher proportion of clinicians while nurses were few. And there were rare public health doctors obviously. 2) Sex Structure: compared with the whole county and other cities, the sex structure of 3 community health centers of the central urban zones is generally reasonable. 3) Age structure: 30.28%of them were between 45 to 54 years old and they took a largest proportion of the whole health human resource. 4) Education composition: The educational level was quite low, and the major education background were junior college, which account for 44.95%. 5) Title composition: The professional titles were primary titles, which account for 56.79%. 6) General training: The training rates of clinicians were 64.19%,74.62%,81.52%,85.00% respectively, which showed a higher rate of general.Conclusions: It is necessary to strengthen the personnel cultivation and team building, improve the quality of the staff and deploy a rational professional structure.Suggestions are as follows:1 Government should strengthen financial support for the community health centers, work out practical policies as soon as possible and protect the sustainable development of community health services.2 Community health services should clearly position themselves.3 Propaganda should be increased among residents, and gradually guide the residents to the community health service medical care to achieve the first diagnosis system.
