With the rapid economic development in recent years of Guangzhou, the per capita GDP and GDP is growing, the level of medical and health of residents in Guangzhou should be improved. However, by contrast, the infant mortality and maternal mortality rate of urban areas is 1.75 times and 1.03 times the rural areas in 2007,1.82 times and 5.36 times the rural areas in 2008. The medical and health effects gap between the urban and rural areas is not only obvious, but also there is a growing trend. The purpose of this thesis is to make an in-depth analysis of the equalization of basic public health services in Guangzhou using the method of literature research and interviewing. First, collecting comprehensive data about the medical and health of urban and rural areas in Guangzhou, then from three aspects such as inputs,output and effect, analyze the actual gap. Second, interviewing some leaders of Guangzhou Board of Health, learning some detail messages about the operation of equalization of basic public health from 2009. Finally, learn from Shanghai,Chongqing city, where some measures they are making are effective, this paper proposed some countermeasures to improve urban and rural equalization of basic public health services.The findings are as follows. The gap in the three indicators between the rural and urban areas is obvious, and the trend is not narrowing. In promoting the process of equalization, there are some problems, such as, financing of New Rural Co-operative Medical System, not to establish a scientific evaluation index system of public health services, lacking of public health service-oriented cadre performance evaluation system, the main basic public health services provider is single, there is a certain gap between the temporary residents and the local population, financial investment in public health did not form long-term stability mechanisms.Based on the above findings, the paper finally proposes some suggestions, including institutional arrangements and implementation of the specific measures.
