Public finance should play guidance role in care Workers attending mandatory social insurance, meanwhile, urban care workers according to their actual conditions in different types of social insurance. The continuous improvement of care workers' transfer and sustainment mechanism of social insurance supplies effective solution for care works who have high liquidity. In order to make more diversification of the protection of care workers'labor rights, they are not only have the government's support, but also need labor union organizes and non-profit organizations intervention. Depend on organizational guarantee and promote China's social security system to function adequately.
