In the medical community, HIS (hospital Information System), mainly involving computer science and network technology, emerges as the times require, so does the electronic medical record, which has become the center of HIS and drawn more and more attention from doctors, patients and relevant industries (E.g., insurance companies, courts and so on). While improving the hospital's informationization level constantly and strengthening the application depth and width of each information system in hospital, we are facing with many problems such as how to cancel the paper medical record, how to make electronic medical record serves the clinic better, how to improve the using efficiency of it, how can the electronic medical record be referred to timely and conveniently, and how to provide a better index method to the management level of hospitals as well as the relevant medical industries. At present, a consensus has been reached all over the world, that is: the constant advancement of electronic medical paper will influence the development and usage of His directly. Meanwhile, a large number of electronic medical records accumulated with years need to be stored safely and effectively with a better way.Using electronic medical record to file and store information has become an inevitable trend in the development process of hospital information technology. Large amounts of paper medical records not only occupy too much space and cost a great deal of manpower and material resources, but also pose a great security hidden danger. At the same time, paper medical records are not convenient to be referred to. In the past, people tended to take paper medical records as evidences in law courts. This traditional concept will be replaced gradually with the new one that electronic medical records can also be relied on.While working in No.251 People's Liberation Army Hospital, which is the"Informatization Study and technical support base for entire armed forces hospital"and the"National Digitalization Hospital", the author has summarized the various demands of the staff and patients to analyze and study after long-term practice, relying on the using and maintaining experience and understanding of HIS accumulated for many years. At present the medical staff has gained much experience through using HIS skillfully for many years, and all the information subsystems have been utilized effectively and perfected to a certain degree, such as the work station for clinic and impatient doctors, nurse workstation, PACS (the Phantom Filing up and Transmission System), LIS, Electrocardiographic system, the pathology information system, the critically-ill guardianship information system and the reasonable medication monitor system—aiming at that status quo, taking smooth operation of the subsystems of"Military Guard No.1"as the platform, depending on the information management pattern and using business drive as the orientation, the medical record index is to be established with technologies like virtual printing and filing and E-keys, ORACLE database and JAVA language and so on. Through requirement analysis and the design of database structure and platform module, the electronic medical record filing and storing system has been studied and developed on the basis of B/S mode. After the system has been put into practical use, the electronic medical record information, which formerly scattered different clinical business systems, now has been gathered and organized with patients as center, transformed into complete electronic medical record documents of general form, and filed in the electronic medical record server. Now the realization of the storage of electronic medical record has expanded the application field and domain of medical record information, and has achieved satisfactory overall effect. As a result, much space used to store paper medical records and relevant manpower and material resources have been saved, it becomes more convenient for doctors and patients to inquire and index information, and the security of storing such information has been greatly strengthened. The expected effect has been achieved, the problem of storing electronic medical record has been solved, and a new way has been provided to explore and research the filing and storing of electronic medical record, which has laid a solid foundation for the further development of making the filed medical records public on the Internet.
