Objective: With the development of living standard and the elevation of recognition in protecting self-right, the incidence of medical dispute is increasing more and more. It makes major influence to social effects and economic returns of medical institution and causes extensive attention. The Medical Risk induced by medical disputes becomes the new topic in the Military Hospitals. The aim of our study is to analysis the regularity, characteristic, factors of high risk and other reasons of Medical Risk in military hospitals of Beijing city, try to make scientific and effective risk management measures and achieve greater security at lower cost.Methods: By questionnaire methods, we made investigations in 12 military hospitals in Beijing. The investigations included 49 contents such as general state of medical member, risk consciousness, risk management status and risk status etc. We got 1020 effective questionnaires and the effective recovery rate was 85%. Then the database was created by software of Epidata, SPSS13.0 and EXCEL of statistical software was used to analyze constituent ratio,χ2 test, Univariate analysis and Logistic stepwise regression etc.Results: (1) Compared with central hospital or other three level hospitals, the system of risk managements was better in general hospital; (2) The surgery or department of gynaecology and obstetrics were high risk departments of medical disputes because their incidences of medical disputes were higher than other departments; (3)New employee, trainee and members of less responsibility were all high risk population of medical risk; (4) After medical disputes happened, the main method is the internal reconcile in the hospital and the subsidiary is the law intervention; (5) After medical disputes happened, the main compensate method is compensated by hospitals and the subsidiary is by insurance company; (6) Logistic regression analysis showed that 5 variables including professional title,dipartments,risk education,workload and doctor-patient communication were related with the medical risks. Discussion: On the base of investigation, we discussed the factors in the medical risk, analysised the influential factor and give some advices to decrease medical risk: (1) The advice to the medical member in the military hospitals : to reinforce propaganda education of serving for soldier and people, use traditional reputation superiority; to build the intact institution of medical risk management;to strengthen the construction of professional ethics in medical member, potentialize the serve concept, bind with improvement of medical quality, prevent medical risk; to strengthen profession education and elevate the technical level; to reinforce the risk education, law education, communication education with patients and reduce the worklord to strictly monitor the medical instrumentation quality and service ; build intact management information system of risk;to formulate intact clinical standard; to strengthen supervisor and responsibility; to elevate the quality of Care;to establish the foundation of medical risk. (2) The advice to the Medical Administrative Command, people and medias is: to strengthen low-level military medical institutions for medical risk management efforts; to build the mechanism of medical risk control or reconcile by the head of the Medical Administrative Command; to set up the organization of the medical risk reconcile; to facilitate the system of medical risk insurance; to adjust the mode of reward assignment, try to pay high salary to avoid Corruption;to strengthen the propaganda of medical risk, decrease the excessively high expectation to the medical science; to guide people exactly and be the responsibility media.
