| The final goal of teaching is to expect to change student's behavior of various aspects. From this point, the teaching evaluation is the organic composition part to consist the entire teaching process. "Expecting the students to change their behavior" is the teaching goal which is set by the school and the teacher, the evaluation is the process which establishes these goals to achieve. Therefore, teaching evaluation is indispensable in teaching process. The teaching evaluation can be divided into the evaluation of "teach" for the teachers and the evaluation of "study" for the students. Since the reform and open to the outside world, the middle professional education of our country has made a great achievement. It made a great contribution on our professional education by training a large number of professional and high quality workforce. Scientific evaluation on staff of the middle professional schools can benefit the management of these schools, the all-round improvement of the staff and schools, the achievement of the teaching targets. However, there are problems in the evaluation of the middle professional schools, which block the improvement of teachers and schools.The article can be divided into six parts.Part I Introduction.
