They found that the reason of the prosperity of Western countries are taking an huge education investment as well as compulsory education to popularization.Therefore, they requested to transform the imperial civil service examination, established the language, the industry, military, the legal school, and advocated the outstanding student going abroad to study, built the modern education system, so as to raise each kind of practical knowledge talented person adapting current affairs demand and build a modern education system.
