Because of the continuous improvement of economic globalization and Chinese rapid economic development, the domestic higher vocational and technical colleges must meet the new challenge: the graduates must be trained to adapt to the export-oriented economy and to be the professional and practical talents. Therefore, the higher vocational and technical education's overall training objective of English teaching is to train students to use English skillfully in the specific circumstances. ESP (English for Specific Purposes) is an important branch of English teaching, which is built on the basis of needs analysis and it is used to meet students'specific learning objectives. It is clear that there is much in common between the teaching philosophy of ESP and vocational training objectives.The author is an English teacher in Zhejiang Institute of Communication and has participated in compiling the textbooks Auto English. During the process of compiling, the teachers found it is imperative to take English teaching reform in the Auto Department of this college. In order to find some effective and feasible measures for English teaching reform in the Auto Department of Zhejiang Institute of Communication, this study attempts to apply ESP teaching philosophy in English teaching reform. On the basis of Yan Ming'Model of needs analysis, the author carried out detailed research and needs analysis. Then according to the analysis results, the author made the following reform suggestions: 1) Pay more attention to ESP. 2) Set the course and arrange the Course Schedule on the base of Needs Analysis(NA) 3) Develop school-based teaching material. 4) Take team teaching. 5) Improve the teaching methods. 6) Introduce school-enterprise cooperation into English teaching. The innovation of this study lies in the following two respects: firstly, the primary ESP courses were set for college students to transit from EGP (English for General Purposes) to ESP; secondly, school-enterprise cooperation was introduced into English teaching in the Auto Department of higher vocational and technical education.
