In the debate of Democracy and Dictatorship in 1930s, Chen Chih-mai played a very important role. Because of this, Chen Chih-mai's comments were often quoted for the researchers in related studies. This is not only the confirmation for him as an outstanding political scholar once, but also show us that his Democratic Political Thought still worth a comprehensive research. In this article, the author tries to analyze Chen Chih-mai's democratic political theory, system design and approaches thoroughly combinning with the context. In this way, we can make his thought more clearly on the one hand; on the other hand, we can look over how this ideas produced in that era and what the meaning they demonstrated. On this basis, I will furtherly reveal how Chen Chih-mai Democratic Political Thought adapted to the requirements of the times facing the severe national crisis and what difficulties it will encounter under the pressures of the times. To some extent, in unstable modern china, these difficulties also reflected the plight of modern liberalism of China from another view.
