| Based on materials of archives, newspaper and magazines, the dissertation analyzed the whole circulating process of lottery tickets for relieving the people launched by the Beijing government and tried to have a further study of the relieving lottery tickets to form some new points of view in comparison with the traditional ideas by using for reference to theories of modern lottery tickets science and studying methods of related subjects.Part 1 expatiated on the issue course of lottery tickets in China; Part 2 discussed the issue backgrounds of relieving lottery tickets from the point of view of the ponderance of drought and the strait of government fiance; Part 3, 4 and 5 showed the whole issue course of relieving lottery tickets in perspective of the setup of the issue and subsidiary organs, operations, suspense, profit and use; Part 6 summarized several people's viewpoints of relieving lottery tickets, uncovered problems in the issue course of relieving lottery tickets and something deep-seated within the problems, and finally put forward some brief opinions and analyses.At last the thesis concluded that it is very effective to raise funds by means of issuing lottery tickets which resulted in it had one aspect of commonweal. Owing to the weak power of Beijing government which was lack of ability of controlling and directing the good running of the society in the special social conditions, all types of lottery tickets existed as the issue of relieving lottery tickets. And due to the undound mechanism of issuing as well as less stronger intensity of government monitoring, a lot of abnormal phenomena emerged such as cheating in lottery, peculation, less publication of the use of remained capital and so on.
