English learning strategy is one of the latest buzz research fields in educational psychology, In spite of too much research on teaching; the other side of pedagogy learning has been neglected. The research on English learning strategy is an important way to reach the goal of promotion of lifelong autonomy on center of the students, which extends the range of the teacher's responsibility. The teacher not only is an imparter of knowledge but also teaches the students to learn how to learn and can learn autonomy all through the life after leaving school. So it is both significant and necessary to do the research on English learning strategies.This paper deals with the comprehensive observation, analysis and summary on the knowledge system, the background and the development of English learning strategy. English learning strategy is classified into metacognitive, cognitive and affective strategies. I will mainly discuss the effect of cognitive and metacognitive strategies in English learning. The research on cognitive strategy mainly focuses on the concrete study method used effectively and properly during learning processes, and the metacognitive strategy mainly researches the consciousness of students' strategy use, how to supervise the learning process and how to organize and use the concrete cognitive strategies. The Learning strategy can be researched mainly in listening, speaking, reading, writing and translation. I focus my research on metacognitive and cognitive strategies in reading comprehension. With the subjects of 108 freshmen of English major of North East Forestry University, test and questionnaire, I investigated the condition of metacognitive and cognitive strategies use in reading. According to the data from investigation, the problems and the degree of students' strategy use during reading were analyzed. The instruction based training on strategies use was conducted pertinently in accordance with the analyzing results. Then I compared the data pretest and posttest, did the case study on two students: one who improved the achievements by using the proper learning strategies and the other who has not got a good mark, failing to grasp thelearning strategies. In the end the conclusion was arrived at.The research on English learning strategy indicates that, the system of learning strategy is so complicated that there are many factors that either affect or limit the strategy use, but the positive effect on English learning and improvement of teaching quality is certain. During the process of leaning, the proper use of cognitive strategy can assist the students to learn more effectively. Accurate and effective grasp of knowledge is important, and a good command of learning strategies is equally important. Correct use of metacognitive strategy to plan, supervise, assess and manage the learning processes surely helps students learn to learn. The research is significant to both the learners and teachers. If the teachers constantly do the research on the system of learning strategies, help students establish the awareness of using strategies and instruct them in using the strategies properly, teachers can fulfill the duty of both imparting knowledge and teaching the effective learning approaches. Research on learning strategy definitely results in improving the teaching quality and learning efficiency, decreasing teaching and learning time and reducing the learning load of the students. So the ultimate goal of learning autonomy all through the life can be reached. In this information era, a good command of learning strategies can also benefit the students from learning more knowledge and from the immense store of knowledge in any field.
