Refugee is always one of factors that result in convulsions. As other dynasties, Han dynasty also faced refugee problems which based on natural or social reasons in more than four hundred years. And even several large-scale refugee tides ever occurred. Han government took many measures and controlled refugee' s negative influence availably so that refugees didn' t bring serious ravages. Hence, from this point of view, the character of Han dynastic problem is tempered. On the other hand Han government' s regulation couldn' t resolve drastically refugee problem because those measures didn't touch ground, such as plow land annexation, heavy tax and corvee and so on. But in such society of low productivity, the efforts made actively by Han government had brought much efficiency on refugee problem, which are still important references for us to resolve the problem of peasantry' s swarming into cities and floating population problem nowadays.
