Research On The Relationship Between The Local Government Of Northeast China And The Central Government In Zhang Xueliang's Period

After northeast China changed allegiance in 1928, the Nanjing national government united the whole nation formally. The central government gived the local government of northeast China some peculiar rights and the extent of authority exceeded the category of the local government in Zhang Xueliang's period. The new relationship between the local government of northeast China and the central government in Zhang Xueliang's period is different from the relationship between the area of northeast China and the Nanjing national government in Zhang Zuolin's period and the relationship between the other goverments and the central government in the same period. The research on the relationship between the central and the local is one of the hot points discussed in recent years.The text that is divided into three parts altogether is a focal point of the thesis.Part I is entitled as embodiment of the reasons of the new relationship's appearing between the local government of northeast China and the central government.Appearance, domestic factors and international factors composing this new relationship have been introduced mainly in this part. Since Republic time, the area of northeast China was cut and taken up by Feng faction, father and children of Zhang family became successively the maximal leader of the area of northeast China. After Zhang Zuolin passing away, Zhang Xueliang chosed resolutely changing a flag and submitting to the authority of the Nanjing national government on handling the problem about the relationship between the area of northeast China and the Nanjing national government. The relationship between the area of northeast China and the central authority is the unitary of the state structure and some characteristics of the federal system in Zhang Xueliang's period comparing with his father's period. The appearing of the new relationship comes from domestic and international factors.Part II is entitled as embodiment of the relationship's content between the local government of northeast China and the central government. The state structure of the Nanjing national government and the division of authority extent between the local government of northeast China and the central government have been set forth mainly in this part. After changing a flag, the Nanjing national government united formally the whole nation, the state structure belongs to the category of the unitary system. But the author finds that it has embodied out some characteristics of the federal system in the division of authority extent at that time by the facts that the system of consulting the human relations and the institution being kept or not, peculiar economical authority and economical aid, the effects of the military strength on the authority, the autonomist of the local government and carrying out the authority extent of diplomacy. Therefore, the relationship is the unitary system of the state structure as well as having some characteristics of the federal system between the local government of northeast China and the central government in Zhang Xueliang's period.Part III is entitled as embodiment of the enlightenments of the relationship between the local government of northeast China and the central government. From some concerns, the country's rise and fall are concerned on the relationship between the central authority and the local authority: While the central authority comparatively is in harmony with the local authority, the development of this society is more powerful and prosperous; While the central authority and the local authority opposes and contradicts mutually, the development of this society is capable to be hindered. To study the relationship between the local government of Northeast China and the central government in Zhang Xueliang's period, the author concludes the enlightenments that can make us draw experiences and lessons from them. The author reaches the following four enlightenments by analysising: First, Choosing the reasonable relational pattern is advantageous to the development of the country and owness; Secondly, regular existence and development of the relationship is basis on the political stability; Third, the key elements the forceful central government has; Fourthly, the coordination of centralization and decentralization.The relationship is the unitary system of the state structure as well as having some characteristics of the federal system between the local government of northeast China and the central government in Zhang Xueliang's period.This relationship that appeared in certain historical background is the result of each other's identification.Judging from societal and historical background at that time,Choosing this relationship is reasonable and benefit for the development of the area of northesat China and the country.
