| Taking cities as the carriers, urban-based leisure activities is the sum of the leisure concept of people, the leisure behavior, and the supply and demand for leisure consumption in the related leisure industry. And the leisure industry is the closely related fields of the life in leisure, recreation, and leisure needs (physical, mental). Five major leisure industries, such as tourism, the cultural industries, the sports industry, the exhibition industry, and the entertainment industry, are involved in this paper. In the leisure times, some traditional tourist cities vigorously develop the leisure industry by fostering the development of strategic cities leisure and optimizing the traditional service industries, relying on abundant resources and characteristics of leisure and recreational facilities, and casual atmosphere in the city. With superior leisure environment, unique recreational resources, simple geographical landscape, and on the background of the continued growth of the national economy, people's living standards keeping improving, Engel coefficient steady declining, and leisure-related expenditures continuing to rise, leisure and recreation industry in the city of Xi'an has become a frontier problem of city planning and development.Using the integration of theoretical and empirical research method, the integration of qualitative and quantitative analysis method and the combining research of surveys and statistical analysis method, on the basis of the research about concept and related theory of leisure and recreation industry and the survey of urban residents as well as the expert points in Xi'an City, an evaluation index system of urban-based leisure activities is built in this paper. At the same time, the potential and present development status of the leisure industry in Xi'an are comparatively analyzed from the horizontal and vertical facets. And countermeasures about the development of leisure industry in Xi'an are proposed from the macro level and Micro-level aspects. The following results are concluded this papers:(1) On the basis of a lot of literature reading and reference, 40 sub-targets are initially proposed. Through a questionnaire survey of Xian as well as the experts points, assessment system of urban-based leisure activities index is built for quantitative analysis of Xi'an City leisure.(2)Through horizontal and vertical comparative analysis, there are still some gaps in the overall strength of the economy, the proportion of the development of tertiary industry, service facilities and the environment, residents of the concept of leisure and consumption patterns as well as changes in the direction of government policy, compared with economically developed cities like Shanghai and Guangzhou. However, in recent years, with the Xi'an high-speed economic growth, the increasing residents rest in the popularity of leisure concepts and the growth of disposable income, a growing trend is shown in Xi'an City leisure.(3) From present development status of the Xi'an tourism and leisure industry, five leading industries, cultural industries, the exhibition industry, sports industry and the entertainment industry, were analyzed. With good prospects for development, Xi'an leisure industry is a principal component of the urban economic growth.(4) Based on the analysis of the current situation, useful suggestions are put forward on how to fully use the various existing recreational resources, to further tap the potential recreational resources, and to integrate various industries form from the macro level and micro level. On macro level, the development of leisure facilities, reasonable planning on leisure industry structure, strengthening the guiding role of government and nurturing talent and good recreational leisure idea are focused on. While on micro level, the focuses are special development mode of Qujiang New District, strengthening cultural industries and tourism industry refining products, sounding brands, creating image. |
