In recent years, the prominent characteristics of China's economic development are mainly embodied in the rapid promotion of the tertiary industry's proportion. At the trend of economic globalization deepens and the international community, the development level of the cultural and creative industry is a kind of reflection of the economy of a certain country or region. From the United Kingdom first start the concept of creative industries in the last century, the United States, Japan, Korea and many other developed countries and regions are developing creative talents and creative economics. The development of cultural and creative industries is also can be found in the important position of the development planning in all regions of the world. At the same time, almost every country and government concerns about the strategy and plan of the cultural and creative industry. However, because the creative industries are emerging industries, the research of it still stays in the sociology and government policy, it's hard to find the view from the economic point. This thesis is established under this background, in view of the characteristics of cultural and creative industry, using different methods and select Shandong Province as the analysis of empirical evaluation.In this paper, I use specific research through the national economic statistics relating to cultural and creative industry, define the concept of cultural and creative industries, reference Michael·Porter's industrial competitiveness analysis framework to set up the new evaluation system. Then select the cities which develop more mature in cultural and creative industry to quantify the indicators, using AHP analysis of Shandong Province and give the relevant policy recommendations, including the Government's support, training and so on.The first part review the existing theory, and analyze the shortcomings of the existing research; the second part define the concept of cultural and creative industries, analyze the characteristics of it; the third part set up an analytical framework for industrial competitiveness, establish evaluation index system; the fourth part do the empirical analysis, use the evaluation system of part 3; and at last give the relevant policy recommendations accord with the results.The conclusions and recommendations are expected to give some reference in the future cultural and creative industry evaluation index system. Combined with Michael·Porter's industrial competitiveness analytical framework to set up different evaluation system is the innovative point of this article.
