The Historical Research On Management Of State-run Jiangxi Sericulture Farm Also Concerning State Farm System Of Path Dependence

Based on the case of state-run Jiangxi sericulture farm, this thesis panoramically discussed the operation and management of state-run Jiangxi sericulture farm in the planned economy and market economy era, by using the related principles and methods in history, sociology and institutional economics, etc. At the same time, it also briefly discussed the establishment of the state-run farm system and the process of the reform.Based on the analysis of the times and background of the land reclamation in the ancient and modern history of China, it is believed that the land reclamation system is one of the important ways to redevelop economic in Chinese history. The founding of the state-run farm system by the People's Republic of China is the modern form of the land reclamation system, and it is the development and strengthening of the land reclamation system too. By examining the operation and management of the state-run Jiangxi sericulture comprehensively and historically, we find state-owned farms have a positive role in changing the backward in remote areas and developing the small towns.Through the analysis of foundation and reform of state-owned farms, it has path dependence in three aspects: First, at the beginning of the regime, or in the period of restoring and developing economy, the land reclamation system is the best choice. But along with the economic developing, the system must be reformed and even abolished. The state farm system has been questioned and reformed widely, which proves the existence of the path dependence of the land reclamation system. Second, Chinese state-run farm systems, established under the environment of the highly centralized planned economic system, is called enterprise, but it has an inherent government tendency. Although state-owned farm system has been reformed several times, for the particularity of state-owned farm, it has produced a kind of the path-dependence:"the enterprise in form, the government in reality". Third, in the previous system reform of state-owned farms, the government always dominates it, which forms a path dependence of government-led reform.In conclusion, the key to success of the system reform of state-owned farms is to break through those three aspects of path dependence, to make the state farm the actual enterprise and real market unit. Then make it become the unit of the international reclamation, and lead to the development of agriculture, rural areas and farmers.
