| China's Chieftain System originates from the "JiMi Policy" which was implemented in the southwest area of china from Qin to Song Dynasty. "JiMi Policy" is a relaxed policy. In the Qin and Han Dynasty the central government implemented slightly management in that area. When it comes to Tang and Song Dynasty the central government's rule strength was gradually strengthened. It is until the Yuan Dynasty, the Chieftain System was officially formed. The Ming Dynasty inherits the Chieftain System and make it to perfect. In this period "Gai Tu Gui Liu" was already implemented, but the scale was not very wide. It is until the Qing Dynasty, especially in the YongZheng Emperor period large-scale "Gai Tu Gui Liu " was implemented by the central government.So the academia make great effort in the study of "Gai Tu Gui Liu" in the Qing Dynasty(especially in the YongZheng Emperor period), and make great achievements. Relatively, the study of "Gai Tu Gui Liu" in the Ming Dynasty is very exile. So this paper aims to do a depth study of "Gai Tu Gui Liu" in the Ming Dynasty(from 1368 to 1644).The main part of my paper consists of five parts. The first part briefly discussed the origins of the chieftain system and its'development in the Ming Dynasty, and propose a fundamental point of view of the paper:The Ming Dynasty is the heyday of the Chieftain System, and is also the starting point of collapse of the system. The second part discussed in detail about the situation of "Gai Tu Gui Liu" in the Ming Dynasty. On this basis, make a progress analysis of the Ming Dynasty's "Gai Tu Gui Liu".
