The cinema is an important component of national culture and the Chinese cinema has disseminated and inherited the national culture since it was born. Through this carrier, the national image has been mold and people's Inner Sustenance and cultural demand has been expressed. But the new Chinese cinema has shouldered the mission on behalf of the Communist Party of China's political affiliation to rewrite the Chinese history and even the human history, to explain the trend of Chinese society and construct the authority of mainstream ideology. The party spirit which the new Chinese cinema is born with has decided that it is one of important manifestation of government ideology and its development is closely linked with the Chinese politics and cinema policy.In 1896, cinema spread to China. From the Chinese cinema produced in 1905 to new China established in 1949, the Chinese cinema still survived and developed difficulty in the time of beacon-fire continuous, through the birth of left wing cinema, the development of progressive cinema in Kuomintang territory as well as the found of people cinema industry in establishment liberated area, until the establishment of new Chinese cinema. Since the founding of the country, the national cinema had experienced the development of all historical stages such as the period of new Chinese construction, the Cultural Revolution period, the reform and open time and the period of building a well-off society in an all-round. The new Chinese cinema's more than sixty years of development history demonstrates that the new Chinese cinema industry's development and change depends on the cinema policy which is closely associated with the Chinese politics.After the founding of the nation, the Communist Party of China stressed that the cinema must serve politics and emphasized cinema's function of cultivation and ideology, and the Supreme command also paid attention to the cinema. This kind of emphasis and attention, on the one hand, might translate into a kind of power to support, help cinema artists to carry on the artistic creation well; on the other hand, would also possibly become a kind of resistance, because it neglected the law which the cinema creation itself had and the cinema's commodity attribute as cultural product, also confused the relations between the literature and art and the political. Just because of this kind of excessive emphasis and attention, it caused the new China's first significant cultural event was cinema event.Before from 1949 to 1957's the Anti-Rightist Campaign, although the new Chinese cinema had experienced some ups and downs, generally speaking it was developing healthy; Started from the Anti-Rightist Struggle, cinema policy developed amidst twists and turns in anfractuous political context and Chinese cinema industry faced a great calamity in the following political catastrophe of the Great Cultural Revolution; After the downfall of Jiang Qing Counter-revolutionary Clique, the Chinese history started a new time and the Chinese cinema also stepped into a new period; In the late-mid age of 1980s, the policy of"the main melody"played an active role on the Chinese cinema in certain time; The great reform of cinema industry system in 1993 also instilled new vitality into Chinese cinema. In the twenty-first century, the high-quality project's implementation, the process of industrialization's acceleration and so on has provided one after another development opportunity for the Chinese cinema and the Chinese cinema is moving ahead difficultly and confidently in this changing time.Today, there is rich theoretical significance and practical significance that we review the winding development process of the new Chinese cinema policy and the new Chinese cinema industry and sum up experience and lessons well. Because of the influence of cultural tradition and the difference of national condition, the new Chinese cinema's development with the characteristics of having closely relation with the Chinese politics is different with other countries'around the world. Valuing cinema's realistic educational value will receive the good social effect without doubt, but if emphasizing improper, only regarding cinema as the mark of some signs of ideas or ideology, even treating it as the tool of class struggle, it will strangle and even cancel art. We have experienced these two aspects and have deep-felt experience. The history reminds people that developing cinema must respect intrinsic nature of cinema and work according to the art production's objective law; only thus can we overcome and avoid subjectivism and metaphysics. In this new time on promoting vigorous development and prosperity of socialist culture, studying more than sixty years of new Chinese cinema policy and taking history as a mirror are in favor of impelling the Chinese cinema to create new glorious.The research aim of this paper is, in the large background of historical and realistic social politics, through combing on the cinema policy of Chinese Communist Party in different time since new China was established, to reappear objectively the winding development history of union between Marxism literature theory and the specific conditions in China, further to analyze complex relations between cinema politics, cinema, politics and the social life, to summarize the historical and realistic experience and lessons and serve for the build of socialist new culture.
