Modern enterprise is economic organization being engaged in various production or management activities, and human resources is the main part of enterprise structure. Only when enterprise effectively tap and scientifically manage human resources can enterprise gain exuberant vitality and continuous development. For developing and managing human resources, and adapting to the change of internal and external environment, enterprise must make great effort on human resources planning, recruitment and flow of personnel, human resources tapping, personnel training, achievement evaluation, encourage and bonus system, and human resources protection keeping in mind the special characteristics of human resources compared with other resources.Individual job results in the organization is eventually reflected by individual achievement level, and management results of the organization is eventually reflected by achievement of the organization. Hence, achievement evaluation in the organization is the main part of personnel management, which can contribute to the realization of organization s goal and provide personnel with the chance of self-evaluation and promotion. Achievement of the staff is directly related to encourage mechanism. Positive and effective encourage can tap existing potential of human, improve job achievement, help personnel to realize their individual goal and contribute to the realization of organization's goal. Enterprise can gain effective encourage through ideological and political work, individual-participated management and bonus system.. Objective and fair evaluation of human resources can greatly tap the potential of talent, inspire talent, promote the quality and effectiveness of talent. Achievement evaluation being one of powerful management measure of enterprise play an irreplaceable positive role on the realization of organization's goal. Meanwhile, achievement evaluation should emphasize on work and be objective , fair, public, feasible, practicable, and scientific.Because many questions , such as one-sided evaluation, incomplete information and unclear standard, etc , often exist in practical evaluation of enterprise among our country, enterprise must enhance the scientificalness and the systematicness. The first step is to set up index system of evaluation which should be scientific, feasible, and practicable, and have the optimal system and comparable target. When determining indexes of evaluation, we should consider evaluated object in its entirety, combine qualitative analysis and quantitative analysis which is mainly used, clearly reveal the internal relationship of various indexes and the thinking of designer, and meet the basic demands of user. The second step is to determine weight of indexes embodying intention leading and concept of value. It is the baton of evaluation and directly influence the results of evaluation and greatly influence enterprise culture finally. Achievement evaluation can be fulfilled by "hard evaluation" and "soft evaluation . Comprehensive analysis of evaluation results can make us generally know the actual conditions of enterprise and achievement degree of target, help enterprise fully develop and utilize human resources, and help enterprise work out strategic policy.HONGYANG MACHINERY PLANT is a state-owned military enterprise which takes on the heavy responsibility for military production of our country. Middle managerial personnel is the main power in enterprise management, their control level and hard work determine efficiency and level of management of the entire enterprise. Therefore, it is the key to improving the entire level of management that enterprise fully arouse the enthusiasm of middle managerial personnel and evaluate the their achievement.
