As the main surviving part after the reform of transportation industry, the pipeline bureau is facing the huge challenge. Firstly, this thesis investigates the history and actuality of the pipeline bureau, explains the causes of formation, and analyses the issues on industry and resource structure.Secondly, applying the theories of industry organization and enterprise resource, it studies the exterior environment and interior power and analyses the future market of pipeline bureau. And then, through discerning the main competitors, it also studies their response models, reviews the resource system, distinguishes the core competence.With the improved SWOT model, it makes the quantitative analysis on the whole and each operation part of the pipeline bureau, finds out the advantages, disadvantages, opportunities and threats and offers the relative degree.Based on the synthetical consideration of the exterior and interior factors, under the guidance of "interior factor are main and exterior ones are auxiliary", it determines the work field and points out the adjustive direction for industry structure of pipeline bureau.At last, through the above analysis, instructed by the spirit of 15th Central Committee, it discusses the developing strategy, organization structure and operation mechanism, and also puts forward the concrete approaches to adjust each operation part.
