Russian reforms result from the expansion of citizens' political participation, but citizens' political awareness that is stimulated by political propaganda become cynical. Citizens' political participation with cynicism is characterized by lack of group participation. Its major character is individual political actions. How do we explain the phenomena? First, because government's economic policies that is called privatize didn't bring about a fine array of bourgeoisie, but made many people live in poverty and few people rise to affluence; Second, because the parties are weak and haphazard, they had been founded before that economic reform caused society become divided was established and they badger with interest groups. Third reason was Russia's extreme form of presidentialism that would disadvantage citizens' political participation. In this way, both traditional idea and mass media influenced the whole process of citizens' political participation, which directly influences Russian political transition. As a result, Russian political transition presents the features of oligarchy and authority. When President Putin was in office, he adopted a series of acts in order to strengthen existing political system. That means citizens' political participation could change. But, democratic politics still is infancy during short period. We cannot exclude the likely of democratic back.
