The Third plenary Session of the Eleventh CCCPC marked the beginning of the transition of Chinese society. Social transition means transforming traditional model into socialism model with Chinese characteristic, which is a kind of re-choice and re-substitution for system and institution of society, politics, economy and culture. During this time, there are a great of changes taken in national and social life. The most prominent fact is the re-distribution of interests and its social outcome to which we must face. Citizens' political participation that can maintain and fulfill one's interests has taken great changes. Therefore, in such particular case, how to expand the citizens' orderly political participation, how to keep pushing reform smoothly, to maintain the continuous development of normal social life, esp the full development of human being has become a critical issue which the political practice in china faced. The Chinese academic community when studying political participation, however, exist two tendencies: one lacks explanation that means simply copying the opinions on values and theoretical system even words in the west as tools and applying them to the various cases; the other analyzes citizens' political participation as a whole on the basement of traditional approach and ignores the gradually protrusive fact, i.e., the people's internal interests contradiction when participating in politics, social strata, various resource of interests and life style. Thus such research can't draw a conceivable conclusion. Consequently, this paper use interests analysis approach to examine the political participation during the period of the transition, which is of some theoretical and practical significance. This thesis consists of four parts besides preface:Part one: It is the theoretically analytical platform in which points out the limitations with regard to the Chinese political participation by adopting the western opinions on values and theoretical system. Although scholars in china have made some researches on political participation, it still lacks interests analysis and need further development. On the basis of studies both in china and abroad, this paper adopts interests analysis approach and sets up an analytical framework.Part two: It is the main one in which involves fort points: (1)' during the social transition interests split up and restructure. Chinese reform and opening has made socialtransition develop rapidly and also caused interests highly split up and restructure, which leads to changes in political participation that aims at pursuing and maintaining interests. (2) From the perspective of interests, the author makes analysis to the change of citizens' interests during the period of transition. Combining history with reality, the static with the dynamic, and contrasting china with the west, the author observes the current condition and features of political participation, and concludes there has not been formed a mature and rational political participation in spite of some development. (3) The author makes further analyses to those deeply rooted problems on current political participation in china, which include how to deal with the relation between government domination and citizens' autonomous participation, how to cope with the relation between economy development and the inversing of citizens political participation and how to handle the relation between the expanding scopes of citizens' political participation and the orderly participation. (4) The development of citizens' political participation can be inhibited by some facts. Market economy can bring interests split-up, and there are defects in using political policies to regulate various interests relation. Moreover, social strata make interests groups restructure and there exists different interest values in political and culture. All of above mentioned factors formed the environment for citizen's political participation.Part three: Political participation is not only the objective of political development, but also the acc...
