The article talks about the corruption from four aspects: its definition, characteristics, reasons and strategies to govern it and tries analyzing the reasons for corruption generation from political economics' perspective, thus presents corresponding governance strategies and supplies effective governance ways to fight against corruption. Part 1 The Definition of Corruption Corruption is the behavior of misusing the government power in the purpose of pursuing self-interest. From politics' perspective, corruption occurs when public power subjects utilize their power of office to realize their private interest by all means, regardless of social political rules and regulations. It has three interpretations. Viewed from economics' perspective, corruption is a process of pursuing economic rent. Part 2 The Characteristics of CorruptionSome features are stated in this part, including the following 6 features: firstly, phenomenon of group corruption is outstanding; secondly, political and government heads corruption is outstanding; thirdly, phenomena of corruption in different regions and divisions are different as well as features of corruption; fourthly, capital aggregative corruption is prevalent recently; fifthly, outside-oriented corruption tends to be obvious; sixthly, corruption in state-owned enterprises hasn't been kept within limits. Part 3 The Reasons for Corruption The article illustrates the reasons for corruption from three aspects. Firstly, public power operation lacks regulation, which is the premise of the generation of corruption; secondly, public power is a kind of monopolized scarce resource, which is objective reason for the generation of corruption; thirdly, humanity is not consummate, which is the subjective reason for the generation of corruption. Part 4 The Strategies of Corruption GovernanceFirstly, article points out in the battle against corruption, we must clarify two cognitions. One is the battle against corruption should aim at Curbing Theory not Eradicating Theory; the other is to establish an echelon strategy against corruption according to the different development levels of anti-corruption and initiating honesty and upright.Secondly, five corresponding strategies to fight against corruption are presented as follows: 1. Punish corruption severely and improve the treatment of government officials, creating an environment where officials are not willing to corrupt.2. Deepen the reform of present system and promote legal regulation, creating an environment where officials dare not corrupt.3. Strengthen supervision and improve and perfect supervision system, creating an environment where officials are not able to corrupt.4. Improve and perfect self-discipline system and strengthen the ability of the acting subjects to refuse corruption, making them not want to corrupt.5. Seek the international cooperation of the anti-corruption activities and attack the corruption across boundary, creating an environment where corruption cannot exist.
