With the Chinese power industry renovation, power enterprises will face not only developing opportunities but also challenges. And the nature of these challenges is the human resources competition. The human resources are the basis of the core resources and capacity in an enterprise, and also the key that keeps the company preserving the relative competitive advantage. How to develop and manage the existing human resources, strategically confirm management systems, build the characteristic organization culture is the issue for every power enterprises to solve.The human resources management in power enterprises exists barrier in system. During the long terms of planned economy, there have been many problems, such as unbalance in human resources structure, scarce prompting, unfair rewards system, and behindhand management concept and manner. These problems must be solved.As the nature monopolies, Heilongjiang Province Electric Power Company also faces the same problems above. With the renewing of power market, power enterprises will face strong competition eventually. Scope and business changes make power enterprises have to adjust the development strategy, and as one of the most important parts of development strategy, human resources developing and managing is the basis for a enterprises to implement the development strategy smoothly. In order to solve the problems above, we must find out the appropriate management manner and concept which is suitable to the company, and constantly regulate with the changes of environment, make the human resources and material resources matching best, explode the best enthusiasm and creation of the human resources.
