At the beginning of 1980s, the amount of machine tools in Chinese market was one billion USD; at the beginning of 1990s, it was 2 billion USD; in 2000, it was 3.788 billion USD. Presently, the biggest consumer country of machine tools in the world is the America. The consumption amount is 6.8 billion USD. At the desolate background of the big manufacturing countries for machine tools in the world, after China entering WTO, demands for machine tools will be increased for further. China will be the first biggest country in consumption for machine tools in the world in 2006, even in 2004. The Report of the third conference of the 16Th CCPC's Congress definitely pointed out that we will accelerate the socialism market economy and vitalize Northeast old industrial base. It is worth of how to make a decision for the machine tool enterprises in the Northeast China so as to meet the future competition.Taking one example with a typical state-owned large size machine tool enterprise, it is described how to practice a serious of innovative strategies, finally they realize the course of history with leap over development.
