This paper begins with introducing the current study about civil servants' training by bringing in the related theories of training for corporation staff and civil servants. Following the case study of training, introduction of the general situation, the basic circs and the existing problems of the grass-roots civil servants in Huangpu District and using the SWOT analysis approach, the paper analyzes the strength, weakness, opportunities, and threats of training for them and discloses the existing problems of current civil servants' training. Based on the discussion above, the national and international training theories and research outcomes about the basic capabilities of grass-roots civil servants, this paper proposes a training system for the grass-roots civil servants in Huangpu District, which involves in clearing guiding ideology, setting up training targets and training organizations reasonably, and improving all kinds of related institutions and training patterns.Due to the scarcity of theoretical literatures in the field of civil servants' training in the world, there are some difficulties to do the research. But on the other hand, it implies that this research paper has its theoretical and realistic value. This paper is exploring some better training methods for grass-roots civil servants through the training practices of grass-roots civil servants in Huangpu District and the establishment of better training system so as to give some contributions and suggestions on creating new training model for our country's grass-roots civil servants.
