In 21st century, China is facing the increasingly intensified competition, which is both a challenge and an opportunity. To win in the competition, the scientific HR management is the sole way to go. In fact, the competition of synthetic national strength is the competition of talents, which means the talent superiority is the competitive superiority. As the provider of the public services and goods in the society, the government is also under the pressure of talent competition. So the government must perfect its HR management and establish and improve the mechanism of talent cultivation and using, which not only benefits Chinese Socialism but also is significant to the healthy development cf CPC.Nowadays, there are many problems needed to be solved in the government HRmanagement. It is an important and strategic issue to how to further the reform of HR management system through the combination with national civil servant system and the introduction of new ideas and modes in HR management.The thesis includes five parts. In the first part, the concepts and characteristics of HR and HR management are demonstrated. The second part introduces the HR management in government. In the part, the notions of government and HR management in government are defined, the connotation of HR management is demonstrated in detail, the difference between the HR management in government and in the enterprises is pointed out and, why the government need to improve the HR management is answered. The first two parts are the theory basis of the thesis. The three part introduces the history of HR management in the western nations and the enlightenmentwhich China can get through the practice of western nations. In the forth part, the existing problems in the HR management of Chinese government is studied and the reasons for these problems are alsoanalyzed and the necessity is demonstrated. In the fifth part, the object and suggestions on the improvement of HR management in the government are put forward.
