Policy Analysis And Actuality And Developing Trend Of Forestry Products Trade

Song Yanyan (Forestry Economy Management) Directed by Wang Weiying and Huang Heyu China has altered the function of forestry and introduced a series of policies toalleviate the pressure arising from the shortage of forest resources. Instead of focusingon wood production, China has paid more attention to ecological reconstruction, leadingto the unbalanced situation between supply and demand of forestry products. To resolvethis problem, China has become to rely more and more on export so that dealing withforestry products is closely connected to international trade and our internationalinfluences have been enhanced. It is significant to investigate the forestry products tradeof China in terms of current situation and future target. From the theoretical viewpoint of sustainable management and comparableadvantage, we summarize the production and the consumption for major forestryproducts domestically and worldwide, and point out their current status and futuredirection of import and export. China has launched a series of policies to encourage the development of theforestry products trade. These policies are to strengthen international competitive powerfor the forestry products, cultivate man-made forests, further the open policy, etc., andthus bringing about good effects. On the other hand, we put forward the followingsuggestions for some existing limitations:1.develop non-public owned forestry bydefining its legal status, and unify tax and fees policy, resource adoption policy, andinvestment and financing policy; 2.speed up the regulation of the forestry industrialstructure, facilitate infra-structure construction, absorb foreign capital, promote thedevelopment of forestry industry, strengthen the construction and development offorestry socialized service system; 3.gradually abolish the agricultural special tax for logand bamboo, abrogate all kinds of unreasonable charges against activities relating ofcultivating forest and against forestry employers, reform collection policy, managementand expense of the forest cultivating funds, practically relieve the pressure on forestrytax; 4.cultivate forest according to law, set up and complete laws and regulations offorestry products trade.
