The Research And Application Of Turn-key Management Model In Thermal Power Project

Analyzing the disadvantage of tradition management model for electric power project in our country, The tradition management model is not specialization, socialization, systematization; It will not be assured the quality, cost, time limit for a project; It also will not be satisfied the requirement of new electric system innovation and the requirement of diverse construction capital in thermal power project. The paper constructs the basic tum-key management model in thermal power project.Based on the above-mentioned analysis, we use the theoretical knowledge of project management and international experience, Analyzing the Turn-key project management application in Jiangyou and Wenzhou power plant detailed, and then put forward the Tum-key project management can be adapted to the new electric system. It will bring more economical benefit and social benefit to the owner, It will reduce the cost of project, shorten time limit for project, raise the project quality and let the owner take disinvestment for the owner as soon as possible. The paper put forward some problem which is existed and needed to be solved in practice of thermal power project adopting the Tum-key management model at present.The choice of contractor is the key problem of construction quality of the project adopting the Tum-key project management. Because our country is lack of the large engineering company, we use the theoretical knowledge of projectmanagement, human resource etc to discuss the project Breakdown Structure (PBS) of engineering company and the organization structure. The paper discuss how to establish a normative engineering company in our country.The consulting analyzing and designing corporation will face more challenge and opportunity in the future. We analyze the role of the engineering consulting and designing enterprise in our country adopting the tum-key project management model. We discuss the international and national consulting industry actuality, elaborate the gap between them and analyzing the reason of those gap. The author will give some countermeasures of competing with foreign company for the domestic engineering consulting enterprises according to the working experience and other industry successful experience.
